The IT Manager defines the short-, mid-, and long-term vision and strategy from the relevant Services and IT of the department and aligns this with the IT Director and the Business with the overall vision/strategy of the unit and introduces this vision and strategy to her/his unit. In addition, the IT Manager is in charge of build or buy related sourcing with big parties (both in terms of vision and partner/contract management). Digitalization steps are top of mind. Based on clear roadmaps, the IT Manager focuses on the high-quality, timely delivery of innovations which create value for the customers. The IT Manager ensures 24/7 availability and adequate performance of critical services and IT channels/chains for our customers. High customer experience is key. She/He is a true leader and inspires people on the LEAD journey.

Accountabilities

Accountable for vision, strategy, delivery of innovations and operational performance of a single IT unit:

  • People: Effective functioning, growth, and development of 5-9 teams consisting of 5-8 professionals totaling ~50 non-managerial FTE in an IT unit.
  • Delivery: Responsible for an IT unit that creates, develops, and maintains applications, infrastructure, cybersecurity, and compliance-critical technology products and platforms used by millions of KPN (wholesale) customers or large groups of KPN employees.
  • Budget: Adequately allocate and justify necessary resources of ~€4-5m CAPEX and ~€34m OPEX.

Responsibilities

  • Leads the IT unit.
  • Translates the overarching strategy and vision into a strategy and vision for the IT unit.
  • Formulates, aligns, and ensures solutions and product vision & strategy targets are met together with stakeholders (including CIO, TS, and IT directors) to achieve business goals.
  • Sets the goals (KPI/OKR) for the IT unit and provides strategic leadership on projects, directing the team's efforts toward successful completion while meeting organizational goals along the way.
  • Reports (monthly) to VP/Director steering IT Managers in her/his department.
  • Leads multiple DevOps teams.
  • Enhances and improves technology landscape and supervision of technology stack management.
  • Fosters a culture of change, drives agility, and ensures the engineering culture grows within the IT department.
  • Implements a continuous improvement cycle on the way to a High Performing Organization.
  • Aligns with IT Director and peers on IT department’s vision and tailors the vision to the IT unit, including the establishment of a clear intended roadmap for the unit.
  • Solves impediments within the unit and escalates when required.
  • Proactively monitors responsibility and steps up when deliverables and projects are not meeting expectations.
  • Acts in case of interdependencies between or within departments or units that risk impacting IT unit performance.

Outcome

The IT Manager must be able to balance the needs of the business with the needs of the IT unit and teams while also ensuring that KPN remains innovative and competitive in a rapidly changing market. Outcomes on a unit level are:

  • Implemented LEAD strategic intentions.
  • Business value contribution (EBITDA).
  • Improved innovation time to market (dead time from story to production).
  • Operational IT stability (uptime / MTTR / MTBF).
  • Improved cost effectiveness (cost savings).
  • Improved employee engagement and happiness (turnover and satisfaction rates).
  • Implemented IT vision and strategy to the unit level.

Context

  • IT Manager reports to the IT Director.
  • IT Manager has direct business interfaces to manage demand.
  • Direct reports of the IT Manager consist of 5-7 DevOps teams, product owner(s), and scrum master(s), ranging from scales 10-12.
  • Peer group: Functional support from PSP and HRBP (for people), HPR (for delivery), and SGPM and Finance (for budget) of the IT unit. Works in close collaboration with PPM for projects in case required.

Qualifications and Skills

  • 3 years of relevant management experience in a similar job or 5 years of experience as a senior software engineer with a strong management component.
  • A master’s, bachelor’s degree, or equivalent in the field of engineering, business, or similar.
  • Fluent in English (business).
  • Dutch is a preference.

  • Has strong industry knowledge and is aware of changing technology trends both within as well as outside the sector.
  • Comfortable in both big-picture thinking as well as highly detailed technical analysis.
  • Has strong leadership and project management skills, shows commercial acumen and business judgment, drives change and innovation, and builds talent for competitive advantage.
